Introduction

England is experiencing an education revolution. Few would deny that in the four years since the Labour government came to power they have made major advances in education and social inclusion. For example, in an effort to reduce social exclusion in education they have developed programmes and initiatives in the following areas: excellence in the cities, mentoring, literacy and numeracy, computer technology, Education Action Zones, and breakfast and homework clubs, among other things.
