ABSTRACT

In attempting to achieve integration the government has introduced an impressive range of measures. At the time of writing, a guide to current government initiatives in the early years (Co-ordinate, March 1998) outlines some 34 cross-sector and departmental developments which must surely warm the hearts of those who sat on committees of inquiry such as Rumbold (1990) and the RSA Early Learning Inquiry (Ball, 1994). The guide states:
