ABSTRACT
Almost all reports of academic research conclude that ‘more research is needed’. Reports on the evaluation of INSET are different. They start with the observation that ‘more research is needed’. For one who has come relatively recently to the investigation of what might count as effective INSET, it is surprising to discover (a) how little is known about the effect of particular procedures on particular outcomes and (b) how often this observation is made.
