ABSTRACT
In 1994 Borden and Bottrill (1994:11) commented that, ‘The term performance indicators may seem straightforward, but even a brief examination of the literature reveals that many shades of meaning have been attached to this concept’. Since then, the literature on this topic has grown considerably-but the matter seems not to have become any more straightforward.
