ABSTRACT

This chapter outlines the problematic development of the political party system in Belarus. After a decade of transition the country remains effectively in a pre-perestroika era with limited economic or political restructuring. This is manifested in a centrally controlled state economy; state-owned media; power lying in the hands of a nomenklatura that closely resembles the pre-perestroika ruling elite; low-level public contestation; and even lower inclusiveness in the decision-making process.
