ABSTRACT

Water management was successful in the past in securing the availability of waterrelated services and protecting society from water-related hazards through technical means, based on a control approach. Prospects of climate and global change leading to increases in extreme weather events have increased the awareness of complexities and uncertainties and triggered critical refl ection about prevailing water management paradigms. There are now calls for more robust, fl exible, and adaptive strategies. Drivers and barriers for the implementation of new management approaches and the importance of processes of social learning are exemplifi ed by the Rhône.
