ABSTRACT

Canada’s waters are being seriously challenged by growing populations, declining infrastructure, and inadequate watershed protection practices. To secure a safe and reliable water supply for the future, a signifi cant shift in both public attitudes and policy must occur. An onus must be placed on improving current water use practices, empowering communities to meet their mounting challenges, and recovering the full cost of water supply and delivery from consumers. Increasingly, there is evidence that these outcomes can be achieved through well-structured public-private partnerships, as demonstrated in Western Canada by EPCOR Utilities Inc.
