ABSTRACT
The nuclear nonproliferation regime is a matrix of measures and mechanisms designed to address the threat posed to global peace and security by the possible misuse of nuclear material and technology for nuclear-weapon purposes. It has evolved as a function of shifting perceptions by states about the nature and source of that threat. These shifting perceptions have produced changes in international and national security policies and, as a consequence, in nuclear nonproliferation policy and demands for verification.
