ABSTRACT

This chapter uses the context of UK urban regeneration programmes, as they have been developed in the 1990s, to compare the differing management styles and structures of two geographically focused schemes, both of which purport to place a significant emphasis upon the community role in defining and implementing economic development. The research involved an empirical study of community economic development (CED) using case studies in neighbouring geographical areas, with similar demographics, problems and political contexts, yet with very different management control and leadership styles. This allowed us to examine differences between the practice, as opposed to the rhetoric, which bottom-up community approaches can make to local regeneration schemes, in this case City Challenge and Single Regeneration Budget schemes in Bradford.
