ABSTRACT
After gaining independence in 1991, the Republic of Belarus began creating, basically from scratch, its own export control system and the legal foundation for it. Previously, when the Belorussian Soviet Socialist Republic was a part of the Soviet Union, the republic did not have its own legislation regulating issues of foreign trade and export control. This sphere was totally controlled by Moscow, the Soviet Union government, and central ministries and departments.
