Fo R T Y years ago our Empire at a single stroke abandoned the ancient culture of the East and took its place upon the swift current of modern civilisation. Education became

essential and soon flourished in every part of the land. It became the most important means of guiding and directing our lives. Without it we were not able to enter good society. Wealth and birth alone without education were found to be insufficient. Without distinction of rank or wealth, therefore, all the citizens of the Empire devoted themselves with the utmost diligence to the cultivation of learning and the acquisition of an education. By this means they demonstrated their single-hearted devotion to the Imperial Line. Such devotion is the glory of our ancestral tradition and the true adornment of the present age.
