ABSTRACT
T o serve the public good in a self-forgetful manner is the natural duty of all who would function as members of human society. To serve the public interest and to
advance the public good are essential conditions of all communal life. To forsake private interest, to give up private desires, to set aside considerations of personal gain, to sacrifice all these things to the public good when the occasion arises, and to devote one's self wholly to the public interest, these are the true duties of every citizen of the Empire. This is an important study which demands our most careful attention.
