ABSTRACT

This chapter briefly describes how approaches to social housing in Ukraine emerged, and it analyzes several challenges that have accompanied the introduction of the concept of ‘social housing’ and that have influenced the direction of development of social housing policy. The Soviet legacy has an important role in this. For several reasons that will be discussed in the following, the ‘new system’ of public housing has essentially involved the creation of several new waiting lists, but as there is no housing to be allocated, this remains more of an idealized than a practical strategy.
