Public procurement and SMEs — an approach to increased participation

The purpose of the chapter is to illustrate the process involved in the development of a procurement of innovation policy for the Irish public sector. The initial research work was undertaken between September 2008 and June 2009, and culminated in the publication of the ‘10 Step Guide to Smarter Procurement’ ¹ by the Irish government.
