ABSTRACT

The difficulties facing a procurer procuring just about any construction project ought to be almost self-evident. The delicateness of specifying the scope of the construction project, the level of quality demands on the building and, in some cases, level of quality for services being required after handover is often daunting and time consuming. The process sets high demands on the procurers’ expertise and experience. Not surprisingly, this area has been thoroughly investigated by various researchers (Donohoe and Brooks, 2007; Kumaraswamy and Dulaimi, 2001; Brown, 2004; Öztas and Ökmen, 2004; Wang and Wang, 2010). This is a case study of the procurement of a highly complex research facility.
