ABSTRACT

Organizations plan to anticipate resource needs, set direction, and establish goals to move forward. Plans give us a sense of security that we have a degree of control over the unknowns of the future. However, as we know, “the best laid schemes o’ mice an’ men / Gang aft agley.” The limits of rationality vary by person and situation. Most important of all, consciousness of the limits may in itself alter them (Simon, 1947).
