ABSTRACT

It is a truism that the public should participate in decision making to ensure that it is democratically legitimate. Public participation is an important element in the making and implementation of all EU policies, even more so for environmental ones which are often said to be of particular interest to its citizens (European Commission, 2011a). In fact, given that most environmental measures adopted at national level originate at the EU level, it is of utmost importance to understand who does or does not have a voice in EU environmental policy making.
