The trend for developing nations indicates that the situation is worsening rather than improving. Large industrialized countries have experienced comparatively insignificant changes in the percentage of their patent grants in national hands. See, for example, Table 2:

Contrast the figures presented in Table 2 with what occurred in Chile between 1937 and 1967. Considering as base 100 the number of patents registered in 1937, the following changes were observed in Chile thirty years later:
