ABSTRACT

E Thnocide' is a Word recently coined on the analogy of ‘genocide’, a rather less recent coinage. The latter word was intended to describe something quite precise: the deliberate destruction of a ‘race’ — the Jews — at which Hitler aimed in the territories that came under his domination. Genocide was described as a crime in a United Nations Convention which called for its punishment. Hence political points can sometimes be scored by making accusations of genocide at the UN Assembly, and the word has been somewhat devalued. It was much used in the Nigerian civil war, when the Biafrans taxed their enemies with it. It might be more correctly applied to the refusal of famine relief to Tuareg men while their women and children are assimilated into the majority populations of African states: this is a deliberate act of policy intended to eliminate the ‘white’ Tuaregs.
