ABSTRACT

The use of information and communication technology (henceforth ICT) by immigrants and ethnic minorities (henceforth IEM) has become a topic of European information society policies following the e-inclusion declaration signed in Riga in June 2006 (Presidency of the E.U. Council of Ministers 2006). ICT refers here broadly to computers, Internet, mobile phones and other digital devices and their applications. With the aim of extending ICT use and its expected benefits to all segments of society, the Riga declaration set as one of its priorities to improve “the possibilities for economic and social participation and integration, creativity and entrepreneurship of immigrants and minorities by stimulating their participation in the information society” (Presidency 2006, 4).
