ABSTRACT
There can be no doubt that the victims of a disaster should be engaged as active participants in the process of reconstruction. But such engagement is fraught with complexities, and by no means guarantees a successful outcome. This chapter is an attempt to understand these complexities. It concludes with a case study of a successfully reconstructed slum following the Chamoli earthquake in Uttaranchal in 1999.
