ABSTRACT

The case of the Karner blue butterfly in Wisconsin represents one of the first statewide habitat conservation plans (HCPs) to conserve an endangered species. The story of Karner blue butterfly conservation in Wisconsin holds several important lessons for state–federal collaboration in conserving an endangered invertebrate species. This chapter analyzes the role of the Wisconsin Department of Natural Resources (WDNR) in recovery of the species and offers suggestions to better facilitate similarly effective species conservation efforts in the future.
