ABSTRACT

In this chapter, we discuss the evolution, use, and success of statewide safe harbor agreements (SHAs) for enhancing the management and conservation of the federally listed, endangered red-cockaded woodpecker (Picoides borealis). We cover our topic in five main sections. First, we provide brief overviews of the history, conceptual framework, and implementation of these statewide programs. Second, we detail the development of the first such program and how other states became involved. In our third section, we focus on the various challenges encountered and how they were, or are being, addressed. Our fourth section provides details of the programs’ performance and accomplishments to date (as of March 2010). Finally, in our conclusion, we summarize our thoughts regarding the programs’ value, success, and future.
