ABSTRACT
Often, TDR markets are used to try to channel development away from areas considered valuable for farming or other undeveloped uses (so-called sending areas), toward already-developed areas with infrastructure to handle additional development (receiving areas). In this way, TDR markets promote more efficient development patterns and compensate landowners for lost development potential.
