SAITŌ KUNIHIKO With the start of [U.S. President Bill] Clinton's second term, some observers are predicting that Washington will be stepping up the economic pressure on Tokyo. But I don't think we need to anticipate a return to the stance we saw early in his first term, when the new administration hit Japan with strong demands and insisted on visible results.
