ABSTRACT

At its most basic level, zoning involves drawing lines on a map and developing a set of use regulations pertaining to each delimited area (Hendrick, 2005). How to draw those lines, and what uses to regulate within them, remain the challenges for planners. But how to then implement spatially explicit regulations in each zone in a way that promotes compliance and support for management, and the ability and willingness to adapt as needed, remains the challenge for management agencies.
