ABSTRACT

This case study refl ects the outcomes of a study on gender and climate change executed in Vietnam (UN and Oxfam, 2009).

Vietnam is particularly affected by climate change, despite good capacities in for example disaster risk reduction and agricultural research and development (R&D) when compared to other develop ing countries. Climate change responses can be equitable if they place women’s empowerment centre-stage in climate change adaptation actions to increase resilience to climate change shocks and stresses. Actions to mitigate greenhouse gas (GHG) emissions and develop a low carbon economy must also be gender sensitive for achieving multiple goals. Climate change responses can create opportunities for achieving social goals but inequalities may be made worse without gender analysis and gender sensitivity.
