ABSTRACT

Assistance for adaptation to climate change in developing countries is often implemented as official development assistance (ODA) projects by international and bilateral assistance organizations. In such cases, adaptation measures tend to be undertaken as part of regional, national or local development assistance projects, rather than as separate projects. Numerous international cooperation initiatives addressing local problems have potential as adaptation measures to climate change. However, no clear measures exist for distinguishing which components of the project constitute part of the adaptation to climate change and which components constitute conventional development assistance. Consequently, evaluating how a project can contribute to adaptation measures is often difficult.
