ABSTRACT

British Columbia is home to what was once described as ‘probably the most successful example of a fuel cell industry’ (Hart, 2002: i). The cluster of hydrogen and fuel cell companies centred around Ballard Power Systems employs well over 1,000 people in over 40 companies, and has an annual R&D spend of over $165m1 (Industry Canada et al, 2006). It has a global reach: a recent survey indicated that well over half of the cluster’s revenues come from sales outside Canada.
