ABSTRACT
This pronouncement (quoted above) by the mayor of an all-white town council in South Africa in the twilight of apartheid was prescient because privatization and other related market reforms have indeed become the key thrust of municipal reform under the post-apartheid African National Congress (ANC). But how do market rules work in actual public-private partnerships (PPPs) and what kinds of problem do municipalities face with these contracts?
