It should be kept in mind that customary institutions have no intrinsic linkage to popular legitimacy or decentralization: they have been used as a means to increase state control over rural populations by authoritarian regimes not only in colonial Africa… but also in the post-colonial context ( Virtanen, 1999, p2).
