ABSTRACT
Much of water policy is determined through negotiation in most societies. In some instances, the negotiations occur as part of the legislative process. In others, the negotiations take place under the auspices of one or more regulatory agencies, or in an effort to obtain a settlement to a court case. Depending on the context, the negotiations may involve stakeholders, regulators, other policymakers or some combination thereof.
