ABSTRACT
The United Nations Framework Convention on Climate Change (UNFCCC, hereafter referred to as ‘Convention’) was adopted in 1992, at the Rio Earth Summit to address the adverse effects of climate change. 1 It was the conclusion of work done by the Meteorological Organization and that of the Intergovernmental Panel on Climate Change (IPCC), which developed the scientific consensus on climate change (see IPCC 1990a–c). The Convention came into force on 21 March 1994 and has been ratified by 188 countries as of February 2003.
