ABSTRACT
This chapter examines the significance and impacts of the precautionary principle with respect to a protected area in the Philippines, the Peñablanca Protected Landscape and Seascape (PPLS), with particular focus on its implications for local livelihoods. Specifically, the chapter examines the policy and management approach adopted for the protection of the PPLS, particularly the National Integrated Protected Areas System (NIPAS) Act. It assesses whether and how measures for the conservation of the PPLS equate to a precautionary approach, and it examines the implications of this approach for local livelihoods and poverty.
