ABSTRACT

The fact that the topic of this chapter was suggested and that the text was written appears to validate the assumption that professional associations have an impact on technical services. The opposite might be argued, that it is the technical services, as represented by certain individuals, that have an impact on the professional associations. This is analogous to the historian’s problems of whether strong leaders shape events or great events call forth leaders. Whichever, the leaders and events can be identified. Similarly, both library leaders and professional concerns can be identified but, often, the causal relationships are not clearly defined.
