ABSTRACT
This chapter offers a review of the historical development of higher education as a subsector in Tanzania. The education system is characterized by a pyramidic hierarchy with access to higher education limited to a select few. This trend has persisted from the colonial era to the present day. While the educational objectives of the two regimes, the British administration and the newly independent African government, were presumed to be different, both regimes have used higher education to maintain the status quo.
