ABSTRACT

Few countries can match Mexico’s free trade record. Mexico has been a member of the GATT/WTO since 1986, the Asia-Pacific Economic Cooperation group since 1993, and the North American Free Trade Agreement since 1994. In the last decade Mexico has signed over a dozen free trade agreements with partners in the Americas, Europe, and the Middle East. Mexican exports enjoy preferential access to 32 countries’ markets, and some 90 percent of its exports and 80 percent of its imports are governed by bilateral or regional free trade agreements. Mexico is currently the world’s eighth largest exporter, and the Fox government is pushing ahead to expand this network with negotiations at the multilateral and bilateral levels, especially with partners in East Asia.
