ABSTRACT
Access to higher education has never been more important. Being able to access knowledge from any location, at any time, for any age, and in many ways, has become a requirement for individual, community, economic, and collective well-being. At the same time, governments around the world are under severe stress as they struggle to provide suffi cient publicly funded support to expand higher education.
