ABSTRACT

This chapter examines the flows of bilateral and multilateral official development assistance from selected major donors to the African states that are the top recipients. The related and other purpose is to interrogate the factors that determine the allocation of both bilateral and multilateral official development assistance to Africa. The chapter discusses the conceptualization of official development assistance. It historicizes the evolution of both bilateral and multilateral official development assistance to Africa. The chapter interrogates the flow of bilateral and multilateral official development assistance to Africa. It discusses the major factors that determine the allocation of bilateral and multilateral official development assistance to Africa. The chapter focuses on some major conclusions about the flow of official development assistance—the determinants of the allocation of official development assistance nexus. The pivots for determining bilateral official development assistance (ODA) are the interests of the ruling classes in the donor states, as reflected in their dominant states.
