ABSTRACT

By mid-2010, the obstacles to the normalization of relations between the United States and Cuba appeared to be almost insurmountable. While there had been optimism in the early months of the Obama Presidency that a process of normalization was being set in motion, the process seemed to reach an impasse after the early moves of the Obama administration liberalizing remittances and travel for Cuban-Americans. The failure to move towards rapprochement is unfortunate for many reasons. The economic cost of continuing stalemate is immense.
