ABSTRACT

The reform of parliament that took place in Tanzania can be classified as procedural, and relates to the rules that govern the way things are done within Parliament (the Bunge). Parliamentary standing orders regulate how Members of Parliament (MPs) perform their monitoring and legislative functions, and standardize internal rules and parliamentary procedures. Parliaments have attempted to alter their internal structures and working methods by reforming their rules of procedure or standing orders. Tanzania recently reformed its standing orders in an attempt to give Parliament more say in the way it carries out its business. Through the review of the parliamentary standing orders, the Bunge has introduced significant changes which can redefine its relationship with the executive and with the public in general.
