ABSTRACT

It was a spring afternoon in March 2004 when Ms. zhang zhenxiang, vice president of human resources, Shenhua Guohua Electric Power Co., Ltd. (GHEPC), sat in her office contemplating the potential alternatives for performance management in the corporation. Founded on March 11, 1999, GHEPC is one of the wholly owned subsidiaries of Shenhua Group Corporation Limited, specializing in the production, warehousing, and transportation operations of coal, oil, power, and other energy resources. At the current stage, in addition to business expansion, the company also faces several challenges in relation to performance management.
