ABSTRACT

Beyond the rapid flow of progress and development of science and technology, international relations affect all aspects of human life, and remain one of the most important fields of human knowledge. This is the main reason behind the importance of understanding foreign policy in the new turbulent world. Besides, a sentence or a statement by a policymaker may bring about a catastrophe or remove a hazardous condition in some countries, regions and even the world. However, some questions arise. How are the behaviours in the international arena formed? Why does a state identify and introduce itself as a cooperative or hostile actor among others? And, finally, how is a foreign policy formed? These enquiries are always significant and permanently new, not only because the condition of international relations is changing but also because the way of thinking and tools of investigations are being transformed.
