ABSTRACT
There is little doubt that transnational crime, in its various manifestations, is on the increase in the Asia-Pacific region, and this trend is unlikely to be reversed in the foreseeable future (McFarlane 1996: 1). Transnational crime is becoming far more sophisticated, wide-ranging and serious in its impact on national and regional security and stability.
