ABSTRACT

During the past two decades, New Media technologies have migrated from the most economically developed countries to emerging less developed nations. New forms of interaction, deliberation and decision making are being informed by ICTs and are informing citizens while simultaneously transforming relationships between businesses and governments. Public and private sector innovations are being driven by demand for internet access, new mobile cellular PDAs, hardware and software systems. The information-transformational use of ICTs has led to new forms of service delivery capable of providing citizens with additional means to access information and interact with and participate in government.
