A©er the Reform and Opening Up the CPC Central Committee and the State Council put forward the strategy ‘rejuvenating the country through science and education’ (CPC Central Committee State Council 1995: 14) and the 15th Party Congress of CPC determined that education should be given priority to be developed to underpin this strategy. Because the objectives and values of education are mainly reected and implemented through curriculum, curriculum reform is at the core of the basic education reform.1
