ABSTRACT
How can the West balance liberty and security over the long term? The suspension of civil liberties, detentions, and assassination of enemies-all this might be allowed as a last resort, if the life of the state were in danger. But if law must sometimes compromise with necessity, how does it infl uence society in the long term?
