ABSTRACT
It could be argued that public protection policy is an issue in itself, so why have a separate section? Well, we believe that there are issues that have either arisen from the growth in public protection measures or indeed are issues that are regarded as more tangential which we think should be more central. A few of those issues are dealt with here.
