ABSTRACT
Cultural difference, when mistakenly considered a disability, can cause children to receive inappropriate education services. Children who enter U.S. schools without profi ciency in English may require additional instructional support in order to become successful academically, but they do not necessarily require special education services (Artiles, Trent, & Palmer, 2004).
