The Scottish Government’s Renewing Mental Health Law policy statement1 set out the proposals for a Mental Health Bill and gave consideration to the recommendations made by the Millan Committee in their report New Directions, Report on the Review of the Mental Health (Scotland) Act 1984.2 Consequently, the Mental Health (Care and Treatment) (Scotland) (MH(CT)(S)) Bill

3 was introduced to the Scottish Parliament on 16 September 2002.
